Etévé airspeed indicator on Nieuport monoplanes

The attached shows what is clearly some type of mechanical (spring based?) airspeed indicator on the RH wing of Marc Bonnier‘s Nieuport IV at Jerusalem in late 1913.
I believe it may have been an Etévé indicator…
Any additional information please.
