Admiralty overseas purchases of aircraft for RNAS

After the RFC set up the BASD in Paris, the Admiralty set up a similar organization to purchase aircraft ‘for cash‘ rather than the placing of contracts as was the case for aircraft manufactured in Britain.
Presumably, a similar system was set up in the US for the purchase of flying boats and JNs etc ?
Does anyone know of any sources of information on these Admiralty organizations, the purchase and acceptance process ?
